Who is guinea-pig for world drug war?

A recent check found more than a dozen Chinese sites advertising fentanyl (C22H28N2O), carfentanil (C24H30N2O3) and other derivatives, often labeled as "research chemicals," for sale through direct mail shipments to the United States.  On one website carfentanil goes for $361 for 50 grams:  tens of thousands of lethal doses.       https://www.sciencemag.org/news/2017/03/underground-labs-china-are-devising-potent-new-opiates-faster-authorities-can-respond

The sample collected at the needle’s tip, which is almost invisible to the naked eye, is analysed by a portable device about the size of a home printer.  The device can detect the presence of narcotics in quantities as small as 50 picograms – or about the weight of two human red blood cells.  A picogram is one trillionth of a gram.
The technology is helping law enforcers identify in three seconds nearly 40 types of drugs in circulation, as well as previously unknown composites made of several types of ingredients….
The detector can be packed in a suitcase and its energy comes from a rechargeable lithium battery.
The unprecedented sensitivity means that a person who has had recent contact with drugs – even molecules of a substance on clothes or accessories – can trigger an alert….
Chinese law enforcers confiscated 67.9 tonnes of drugs last year, with nearly 140,000 suspects being arrested.  https://sg.news.yahoo.com/china-transform-war-drugs-ultra-080526776.html

pharmaceutical industry in India was valued at US$33 billion in 2017 and generic drugs account for 20 per cent of global exports in terms of volume, making the country the largest provider of generic medicines globally.[1] growing 9.4 per cent year-on-year and exports revenue was US$17.28 billion in FY2018 and US$19.14 billion in FY2019.
Multinational Pharmaceutical Companies ranked as per active presence of sales, marketing and business in India[20]
Unlike in other countries, the difference between biotechnology and pharmaceuticals remains fairly defined in India, with biotech a much smaller part of the economy….The Indian biotech sector parallels that of the US in many ways. Both are filled with small start-ups while the majority of the market is controlled by a few powerful companies.  Both are dependent upon government grants and venture capitalists for funding because neither will be commercially viable for years.  Pharmaceutical companies in both countries see growth potential in biotechnology and have either invested in existing start-ups or ventured into the field themselves.[37]

In 2019 the Department of Pharmaceuticals announced that as part of the Made in India initiative, drugs for local use must have 75% of local content, and drugs for export 10%.  A bill of material must be produced for checking.[40]     https://en.wikipedia.org/wiki/Pharmaceutical_industry_in_India
